Since my arrival, violence in the city seems to be increasing. I have confirmed with a number of longer-term residents that this is an unusual event; two individuals responsible for the disturbance have apparently been identified but not yet captured. I will continue observing; currently, intervention does not appear necessary. Furthermore, my capacity to intervene is limited under these circumstances.

The circumstances in question are those I noticed on my initial arrival: my abilities have been severely limited. Apparently, this is due to a "chip" implanted in each newcomer to the city.

Unfortunately, I am unaware of the location of the chip within my body. Removing the chip continues to be a priority, as the violence in the city is severely impeding my ability to gather information regarding the overall situation.

The Composer is present, also unable to use his powers; Sho Minamimoto is present, physically unharmed, and appears to have maintained his adversarial relationship with the Composer. One of the Harriers from Shibuya is also present here, and a number of the Players who the Composer returned to the RG after the end of his Game.

I am forced to conclude that the Composer's most recent Game was observed by these "scientists," perhaps due to the unusual energies involved in it. This being the case, it is at this point more important to locate and investigate the scientists than to return to Shibuya.

I've gotta ask, with all the confusion going on... this place has a police force, doesn't it? What have they been doing lately?

Not meanin' to step on any toes, here, but it might calm people down a bit to get the official word.

One of my closest friends is the leader of the police. So... I'm sure there's a good reason for the quiet. They're probably just really busy.

I know Minato-kun well enough to be able to trust him... no matter what he says or doesn't say. And... we don't know that they aren't opening up, just that they aren't saying anything right this moment.
